A. PROJECT SUMMARY

1. Project objectives

The overall project objective is to contribute to the empowerment of Moldovan farmers and to increase their income.

To achieve this, the project aims to create a sustainable and capacitated national AGROinform Federation that is based on a considerable number of viable member- NGOs at regional level.

The specific objectives of the project are as following:

1. a capacitated national AGROinform Federation that:

  • is effectively managed, well connected, transparent and controlled by farmers
  • represents the interests of the member-NGOs and their members
  • works on capacity building at regional level
  • proves sustainable supports service to the ROs

2. sustainable, Regional Organizations that:

  • are effectively managed and well connected, transparent and controlled by farmers
  • assist farmers with services on production and marketing
  • develop leadership among their members

2. Project activities

ACTIVITIES AT NATIONAL LEVEL

Objective 1.1: The Federation is effectively managed, well connected, transparent and controlled by farmers - improve the function of the board (especially in lobbying); improve and simplify internal procedures; promote effective Public Relation activities; team building in the network; explore ways to cooperate with partners; establish international partnerships; develop a donor consortium; develop project proposals

Objective 1.2: The Federation represents the interests of the member-NGOs and their members - make studies in cooperation with regional NGOs and CRED, create alliances in and outside CRED, design and conduct lobby campaigns, select and train interested farmers in lobby aspects

Objective 1.3: Capacity building at regional level - train the staff and board members of RO, coach staff and board members of RO, provide RO with the systems and procedures

Objective 1.4: Sustainable supports services of the Federation to the ROs via central services - develop new publications, publish the national newspaper AGROinform, develop a sustainable marketing unit, based on the present MIS and AGRAVISTA website, provide access to national level expertise, maintain and update the Farm Management Database (FMD)

ACTIVITIES AT REGIONAL LEVEL

Objective 2.1: Regional organizations are effectively managed and well connected, transparent and controlled by farmers - design a strategy to become sustainable in 2009 Improve the management of the ROs

Objective 2.2: Regional organizations assist farmers with services on production and marketing -provide extension services on production technology to members, assist farmers in marketing their products, support members in their investment planning and loan applications, support members in farm analysis and planning, support members in their farm administration and tax issues

Objective 2.3: Regional organizations develop leadership among their members - stimulate farmers to be actively involved in the RO and in lobbying at national level

3. Main expected results

Main expected results for objective 1

  • Strengthened team with positive image that cooperates efficiently with external environment
  • 7000 active members paying by 2009 an annual membership fee amounting to 12.000 Euro
  • 3 lobby campaigns conducted
  • 5 changes in the legislation operated
  • 195 training days for staff and board members provided
  • 250 coaching visits to regions
  • 15% of income from services deposited on a bank account in amount of 90.000 EUR in 2009

Main expected results for objective 2

  • 30% of income from services deposited on a bank account s of regional organizations in total amount of 192.000 EUR
  • 740 credits released in sum of 2.43 million EUR
  • 200 transactions assisted and intermediated in amount of 7 million EUR, including 25 % export transactions
  • 5% farmers' profits increase as result of received extension services
  • 35 farmers actively involved in lobby activities on national level
